The rule that changed in 2021 mattered enormously for e-commerce sellers shipping goods for sale into the EU. It mattered far less for a family parcel with a handful of items and an honest, modest declared value.

Where it does bite: anything with real resale value, sent without a clear personal, non-commercial declaration. Declare contents and values honestly and specifically — “gift items” invites a closer look, while “one shawl, one box of biscuits, two books” usually doesn’t.
